Dr. Toonen serves as a Co-Principle Investigator for TRAction’s Results-based Financing work in Senegal, which examines priority implementation challenges related to incentivizing quality in essential obstetric and neonatal care (EONC) services.

Dr. Jurrien Toonen is a public health specialist and senior advisor at the Dutch Royal Tropical Institute (KIT).  He is a trained epidemiologist and holds an MD and MPH.  His research focuses on health systems development and health sector reform. He has over 20 years of experience in public health, covering various areas of policy development and implementation.  Dr. Toonen has worked at national, intermediate and operational levels, in the public, private and NGO sectors, and in translating global initiatives to country level.  At present, Dr Toonen is Coordinator – Universal Health Coverage at KIT, and Team Leader on several projects, including of a KIT team carry out an impact evaluation on WASH in Nigeria, another team to support “REBUILD” health financing in Zimbabwe, a team that carried out an impact evaluation on RBF in Mali, and a team that supports the MOH in Benin in designing the national Universal Health Coverage policies. He is the chair of the Health Insurance Platform in the Netherlands.
